Step2: Glue frame

Glue ONLY the bottom comb frame to the back panel. Place the two combs on the back panel to check alignment. Do NOT glue the two combs to the panel.

Step3: Glue the front panel

Preview
Glue ONLY the front panel to the bottom comb frame. Let dry. Glue the three circles in order together (1 from the back panel, 1 from the only rotating comb and 1 from the front panel). Insert and glue the circles into the rotation hole. Make sure the rotating comb hole doesn't get glue on it.
