I would recommend running your cord of choice through the four hole piece, then do a saddle stitch to attach to the bag.

Then stitch together your two circle pieces. Do not do the center holes. Then with the now stitched circle, place the smaller round circle behind it and sandwich between the circle and the flap of the bag and stitch it together.

Then using a saddle stitch, attach each gusset to the side of the bag.

Attach your cords, and you are done.
