Step1: Cut it out

First cut the file out. You will need a 12mm long piece of 1/4in (6.35mm) dowel in addition to the laser cut pieces.

Now assemble the spinner. Apply a bit of glue to one end of the dowel and stick the end with glue on it into the hole in the middle of the base. Then apply glue around the base of the dowel and push one of the hollow circles on (it doesn't matter which hollow circle you use because they both are the same size), make sure it is up against the base of the spinner (as shown in picture3). Next place the arrow onto the dowel. Then apply glue to the inside of the other hollow circle and push it down onto the dowel, make sure it isn't so tight against the arrow that it doesn't spin freely. Then sand the dowel flush with the top of the second circle.
