Step1
1st Layer is just a 3mm plywood sheet sprayed Blue.
Then load a new 3mm sheet and engrave the roads. Then, on the same sheet as the roads, cut out the land/water layer.
Add a new sheet of plywood and cut out the Major Roads. Glue and attach.
