Firstly, cut out all the pieces of the hanger.  Pieces are labelled.  The base has a scored area to glue the first slider mechanism. 

All the pieces of the Happy Birthday sign were painted.  As an extra step, the balloons were coated in Glossy Accents to give extra dimension. 

There is a scalloped edging to hold the slider in place with a smaller piece that goes under to allow for the changing sign to slide under it. Before gluing the scalloped part in place, put the sliding base in the groove and make sure you leave enough wiggle-room so the slide is smooth.  The middle and right side balloons have scrap pieces of wood glued under them to allow for the scalloped edge to slide under.  All scrap pieces are double thickness. The name plate is help in place with the bow on the gifts and the heart shaped piece in the middle.  This heart shaped piece also has a smaller section glued under to allow for sliding the name plate. Glue small scraps under the H and Y (of birthday) to lift them off the board to allow for sliding.
