Step1: Cut, Engrave and assemble.

Step 1, Cut out the land sea panel Canvas 1

Step 2, engrave local streets. I have made the streets on 2 different canvases so you can choose if you want to do each step separately or if you want to engrave the streets at the same time as cutting the land. If you want to engrave the streets at the same time as cutting the land, ignore canvas 1 and 2 and use canvas 3 for your first step. It is extremely important to make sure that the plywood isn't moved between the land cutting step and the street engraving step otherwise the streets will not line up with the beaches and canals. 

After the land has been cut and the roads have been engraved you can then cut out canvas 4 (Main roads and Highways). After both these pieces have been cut the next step is the cut a plain square for the backing board that can be painted for the water.

Please be advised, before cutting and engraving, it might be a good idea to make sure all canvases fit over the top of each other by coppiyng and pasting the main roads canvas over the top of canvas 3 if using it. Somethings these things change scale and you don't realise till its too late.

Canvas 3 has been grouped and shouldnt move.
