I wanted the dreamcatcher to have some stability but not too much bulk so I have chosen to cut the top piece from 3mm basswood and the 2 backing pieces from cardstock.  You can cut all the pieces from wood if you prefer.

This file consists of 4 layers: Red = 3mm wood cut, Purple = engrave, Gold and Blue = cut from cardstock.

Start by cutting and engraving the RED layer, This is the top of the dreamcatcher.  I've chosen 3mm basswood for this.

Next cut the cardstock.  I used the laser for this, just place the cardstock color side, or rightside down and secure it to the honeycomb, make sure the paper is completely flat.  My settings are listed above but I suggest you do a test cut before committing to the whole file.  For example, draw a small circle or square next to the file and test cut that and make any adjustments necessary.  TURN OFF Air Assist, if you don't the cut pieces will be blown all over the place.

I wanted this project to sparkle so I adhered multiple colors of rhinestones to the intersections of the design.  Although these are self adhesive rhinestones I added a drop of super glue to each one before applying to ensure they stick long term. 

To achieve the 3D effect I used thick double sided tape and applied it to the back of the top and second layers.

Stick all the layers together.

Step3: Apply the Beads and Feathers

Cut 3 strands of twine each measuring 7". Fold the twine in half and thread it through one of the holes on the bottom.  Pass the twine through the loop and pull into place.  Add a small bead then a larger bead to each strands.  

Push a feather up into the beads, snip the quill if necessary.  Add a small amount of glue into the top of the small bead to secure.

Add twine and beads to the top of the dreamcatcher and you are done.

Just a design note:  This project looks great as a single piece of wood.
