create a rectangle the size that you need

Add the inner shape you want to display your photo. I chose an oval, but you can use any shape you want. Add the text you want to use and any designs you want.

To make the spacer simply copy and paste the rectangle. Then outline with a negative offset. I used a (-6) offset, but you change that to suit you. Next create a rectangle and place over the top of your frame and hit subtract.

Copy and paste the rectangle once again to make the bottom. 

Glue it all together and add photo.

You can easily resize it all to suit your needs.
