cut out all the components 

I used 3mm blue and 3mm black 

begin joining the elements together.

the thin blue section can be quite tricky as it is very thin

place the blue middle of the O into the outer shape

I used masking tape keep the elements together whilst building

use super glue or solvent cement to fix the components together 

you are done
